Care Leaver Local Offer Changes on 30 September 2026: Why Supported Accommodation Providers Should Pay Attention
Updated care-leaver local-offer guidance was published on 13 August 2026 and takes effect on 30 September. Here is why Supported Accommodation providers should pay attention.

On 13 August 2026, the Department for Education published updated statutory guidance for care-leaver local offers in England. The new guidance takes effect on 30 September 2026 and reflects changes introduced by the Children’s Wellbeing and Schools Act 2026.
The legal duty to publish the local offer sits with local authorities, but the change is relevant to Supported Accommodation providers because staff often play a practical role in helping 16- and 17-year-olds prepare for the support, entitlements and services they can access as they move into adulthood.
What is changing from 30 September?
Local authorities must ensure they have reviewed and updated their local offers to meet the new requirements by 30 September 2026. The guidance strengthens expectations around accommodation, financial literacy and support for care-experienced young people.
The local offer should clearly explain how care-experienced young people can access safe, stable and suitable accommodation, as well as financial support, services, education, employment and other forms of assistance.
Financial literacy gets explicit attention
The updated guidance requires local offers to set out services relating to financial literacy and explain how eligible young people can access them. Areas include budgeting, bills, bank accounts, credit, borrowing, debt, benefits, savings and avoiding scams.
For Supported Accommodation, this aligns closely with preparation-for-independence work. It is a useful prompt to review whether financial education is genuinely practical and individualised rather than a generic worksheet completed once.
Relationships remain part of the picture
The guidance also places emphasis on helping care-experienced young people maintain relationships and community connections as they move out of placements. This complements DfE’s wider 2026 Enduring Relationships policy.
What providers can do before 30 September
- Identify the local offer for each local authority you work with and note when the updated version is published.
- Make sure staff know where to find accurate information about local entitlements and services.
- Review pathway and support planning so it covers accommodation, finances, education or work, health, relationships and access to services.
- Ask young people directly whether they understand what support is available and how to access it.
- Update internal signposting resources once local authorities publish revised offers.
The change is a useful reminder that preparing for independence is not limited to what happens inside the placement. High-quality Supported Accommodation should connect young people with the wider support system they will rely on after leaving.
Next step: SAPC can review Supported Accommodation support planning, policies and evidence against current expectations and help services prepare for inspection.
